Resident Selection Criteria
n order to select responsible tenants, Stellar Properties, Inc. requires applicants to meet the following criteria in accordance with federal, state and local housing laws. Stellar will take verifiable extenuating circumstances into account.
- Be a minimum of 18 years of age or a legally emancipated minor capable of entering into a legally binding contract (a lease).
- Complete all required paperwork in a true and accurate manner and supply written documentation less than 90 days old to substantiate the information provided.
- All applicants must show evidence of minimum income three times the monthly rent.
- Not exceed municipal occupancy restrictions as set forth by the City of St. Louis.
- Not exceed Median Income Limits established by the Department of Housing and Urban Development (HUD), Missouri Housing Development Commission (MHDC) and the St. Louis Housing Authority for family size and income percentages - or any agency that may govern.
- Submit a non-refundable screening fee of $50.00, by cashier's check or money order only, at the time of application. This non-refundable fee is due per applicant 18 years of age and older. Couples who have been married for at least 6 months can submit a joint application for $65. Application fees will be returned for all unprocessed applications.
- Demonstrate willingness and ability to make timely rent payments. Stellar considers rental histories, as substantiated by prior landlord references, in determining the applicant's elligibility.
- Demonstrate willingness to meet the obligations and requirements of the Lease, as substantiated by prior landlord references.
- Demonstrate satisfactory credit and rent history as evidenced be credit screening conductecd by Credit Verification Services.
- Accommodate a home visit by Stellar management staff to evaluate the applicant's capacity to take care of the premesis
- Bad debts, judgements, bankruptcies, and collection amounts will reflect negatively on the applicant's credit history and may disqualify the applicant. Lack of credit history will not necessarily disqualify an applicant.
The following items will disqualify an applicant from achieving residency, without exception:
- Discovery of any false information provided by applicant
- Have satisfactory record checks for criminal and/or disruptive activities obtained from local and/or state sources. Stellar refuses housing to convicted felons for a minimum of ten (10) years from date of conviction. If the applicant is a recovering chemical dependent, Stellar requires written verification from a professional source.
- Prior and/or current landlord judgements against applicant, as noted on the credit report or landlord reference.
- Unsatisfied gas or electric utility judgements, as noted on the credit report, which will prevent the applicant(s) from having utilities placed in his/their name(s) as required by the lease.
